The Secondary English Language Arts program rests on a foundation provided by two conceptions of the uses to which language is put : as a means of coming to terms with ideas and experiences, and as a medium for communicating with others. The question of which, if either, of these concepts should be primary in a language arts program remains a highly controversial one among major writers in the field. In view of this unresolved controversy, and in the absence of firm data concerning the precise relation between language and thought, it would seem prudent to address both uses of language in the development of a program, since neither excludes the other, and since both serve the purpose, in a mutually complementary manner, of fostering learning.
