THE ADVISORY BOARD ON ENGLISH EDUCATION DEPOSITS ITS ANNUAL REPORT WITH THE MINISTER OF EDUCATION


Montréal, April 23th 2002. — The Advisory Board on English Education (ABEE) has deposited its Annual Report with the Minister of Education, M. Sylvain Simard, entitled POLICY ENVIRONMENT FOR THE IMPLEMENTATION OF SCHOOL REFORM.

Curriculum reform is not taking place in a vacuum. The many complex issues already present in the school system and the efforts made by teachers, administrators, parents and students to deal with them with a view to improving education continue during the implementation of the current reform.

It is therefore essential that the many levels responsible for implementing the reform in the English sector are aware of these issues and ensure the reform is tailored to complement the efforts already taking place.

Therefore this report goes beyond the content of the Québec Education Program (QEP) and examines certain vital support elements to the QEP using one fundamental factor, the policy environment.

The report contains seventeen recommendations, addressed primarily to the Ministry of Education and the government but also to school boards, universities and teachers' unions. They cover topics such as;

  • the components of initial teacher training
  • mentoring for new teachers
  • installing new technological infrastructures in the regions
  • harmonizing the various elements of the special education policy
  • authorizing new vocational education programs
  • communication between different levels of the education system
  • the publication of data concerning the English educational sector

Chaired by Mme Gretta Chambers, the Advisory Board on English Education was established by the Minister of Education in January 1993 following a recommendation made the previous year by the Task Force on English Education. Its mandate is to advise the Minister on all matters affecting the educational services offered in English elementary and secondary schools
